middle-age American living in New Jersey near the Lincoln Tunnel «« Dear kind person at NYC administration: I believe you’ve solved the city’s homeless-encampment problem when you defined an encampment. Your encampment definition is sure to include a minimum number of people and a minimum number of time, so all the city needs to do is circumvent its own rule. When loitering reaches the threshold of encampment just move the homeless together. Homeless people need one another, and homeless people only trust other homeless people, so if you give them the option of staying together they’ll move agreeably. Please consider my suggestion.
